The Imo State Government has issued a sweeping directive mandating all commercial minibuses operating across the state to undergo compulsory painting, fleeting, routing, and revalidation in line with the state’s statutory colour code.
The order, released through the Ministry of Transport, cites the Imo State Control of Public Transit Law No. 3 of 2007, which requires all commercial vehicles to strictly adhere to the official colour standards.
According to the statement signed by Emeka Okoronkwo, Commissioner for Transport, all minibus operators are to report to Digital City Limited, formerly ICAPS, located on Egbu Road, Owerri, beginning Tuesday, November 18, 2025, for the mandatory exercise.
The ministry further stated that operators whose vehicles had been previously painted, fleeted, or routed must still present them for revalidation at the same centre, in accordance with Section 3(1) of the 2007 transit law.
The government says the compulsory operation is designed to standardise public transportation, reinforce Imo’s identity, and strengthen security for passengers, operators, and the entire state.
Okoronkwo warned that any operator who fails to comply with the directive will face statutory sanctions.
