The Senate Move Changes The Equation
Governor Hope Uzodimma’s bid for the Imo West senatorial seat has introduced a striking complication into the 2027 Imo governorship race. Having secured the APC Senatorial ticket, his possible movement from Government House in Owerri to the National Assembly in Abuja is now a major factor in the succession debate.
Barring all unforeseen circumstances, if he wins the January 16, 2027 National Assembly election and subsequently assumes his Senate mandate for a record third time, he cannot continue indefinitely as governor.
His departure from Government House would therefore come before the end of his constitutional tenure he would ordinarily have completed. He may determine whom he wants to succeed him within the APC, but he may not be sitting in Government House when that choice is finally tested at the polls.
“Succession Not Uzodimma’s Birthright“
A former chieftain of the Peoples Democratic Party (PDP) in Imo State, Hon. John Uche, who is no longer active in partisan politics, told INNONEWS that the succession debate should not be reduced to Uzodimma’s personal political plans.
Uche’s position is that “the succession is not Uzodimma’s birthright.” He said Uzodimma can endorse a candidate, influence the APC nomination process and deploy the political machinery available to him, but he cannot transfer the governorship as though it were a personal possession. According to Uche,the final decision remains with the electorate.
Charter of Equity Adds Another Complication
The Charter of Equity and zoning could further complicate Uzodimma’s calculations. While its proponents present it as a framework for rotation among Imo’s three zones, some opposition figures see it as essentially an APC arrangement developed by the governor’s allies and associates, rather than a broadly negotiated document for the people of Imo State.
Imo born Abuja based Political analyst, Mr. Benson Onwuka said the Charter is “nice” and “good”, but “not broad” enough to command total acceptance among Imolites.
The disagreement between Owerri and Okigwe zones thus far over which zone should produce his sucessor also leaves Uzodimma with a difficult choice, even though both sides have indicated that further talks will continue. By prevailing calculations and political indices, Owerri Zone may have the strongest claim. But whichever zone he eventually favours, he would still have to defend that decision to those who believe their zone has a legitimate claim.
That makes the succession question more than a matter of choosing a candidate. He must also decide which zoning principle to uphold, which political interests to disappoint and how to defend his choice.
Can Deputy Governor, Ekomaru Become The Bridge?
The role of Deputy Governor, Mrs. Chinyere Ekomaru, could become central to the transition. If she remains deputy governor when Uzodimma ceases to hold office, Section 191 of the Constitution provides for the deputy governor to assume the governorship when the office becomes vacant.
Ekomaru became Uzodimma’s deputy in 2024 after serving as his running mate in the 2023 election. If the deputy-governorship becomes vacant before Uzodimma’s departure, however, the Constitution requires a replacement nominated by the governor and approved by the House of Assembly.
The person occupying that office at the critical moment could therefore become the constitutional bridge between Uzodimma’s administration and the next governorship contest.
How APC Governorship Candidate Will Face A Different Battle
Even if the Governor determines the APC governorship candidate, that candidate will not be contesting against an empty field. Former governor and former Deputy Speaker of the House of Representatives Emeka Ihedioha is building his platform around the ADC, while Ochoudo Martin Agbaso is positioning himself under the NDC.
Samuel Anyanwu remains a major factor in the PDP, while Senator Athan Achonu and other established political figures are expected to feature in the opposition calculations.
These are politicians with histories, structures and personal followings. Whoever Uzodimma backs will therefore have to win an election against candidates who are likely to make the contest a referendum on his administration and the APC in the past eight years.
2023 Does Not Guarantee 2027
The APC has reasons to be confident. Uzodimma won the 2023 governorship election convincingly, won in all the 27 local governments, while the principal opposition candidates performed poorly. The APC also remains the dominant political structure in the state.
But 2027 may not be a replay of 2023. Ihedioha was not on the 2023 ballot, Agbaso was not a candidate, and the opposition configuration has since undergone considerable realignment.
An Owerri-based political analyst, Mr Uzoma Ibe, said there is “no guarantee that the ruling party will have its way”, pointing to developments in Osun State as evidence that political dominance can be disrupted at the ballot.
The Real Test Begins When Uzodimma Leaves
That is the central point of the succession debate. Uzodimma may have the influence to produce an APC governorship candidate, but political influence is not the same as electoral ownership.
If he wins the January 16, 2027 National Assembly election and subsequently assumes his Senate seat, expectedly in June 2027, he could be in Abuja while another person occupies Government House in Owerri and while his preferred candidate battles Ihedioha, Agbaso, Anyanwu, Achonu from the opposition.
He can choose whom he supports and help produce an APC candidate, but he cannot choose the governor of Imo State. That power belongs to the voters.
Imo’s History Makes The Question Even More Interesting
Since the return to democratic rule in 1999, no elected governor of Imo has successfully produced a successor at the end of his tenure.
Achike Udenwa could not install his preferred successor in 2007; Rochas Okorocha’s attempt to shape the succession also failed, while Ihedioha’s tenure ended abruptly after the Supreme Court judgment that brought Uzodimma to office.
Uzodimma therefore faces a political test that goes beyond the APC primary: can he become the first Imo governor since 1999 to successfully determine who succeeds him while simultaneously moving from Government House to the Senate? Only time will tell.
